In social choice there often arises a conflict between the majority principle (the search for candidate that is as good possible many voters possible), and protection of minority rights (choosing not overly bad particular individuals or groups). context where latter our main concern, veto-based rules -- giving groups ability to strike off certain candidates from list are natural effective way ensuring no left with an outcome they find untenable. However, such fail be anonymous, impose specific restrictions on number candidates. These issues can addressed by considering proportional veto core solution cooperative game every coalition given power its size. naive algorithm exponential, only known selecting core, arbitrary voters, violate either anonymity neutrality. this paper we present polynomial time computing neutral anonymous it.
